What determines the justice and injustice of a society?

Is justice or injustice of a society is measured by the manner in which it handles dissent? In my opinion the justice or injustice of a society is based on multiple factors; besides, one cannot judge an entire society by those who are in power because they do not accurately reflect the entire populace. Am I on the right track?

Justice and determination of justice depends on the society/nation.
In the US, justice supposedly comes from the law which is based on the constitution – Government of Law.
In Iran – the Mullahs interpret the law from the Qur’an and a very different result from Mullah to Mullah – some will hang people for just being gay, or stone a woman after she was forcibly *****.
